Contact the HOA IF - the issue is confined within the borders of a homeowner's personal lot (survey boundaries).

Contact the CDD IF - the issue regards LSC common areas.

Contact the HOA only for issues of Deed Restrictions and Architectural Review.  Contact the CDD for all other matters.

THE HOMEOWNER ASSOCIATION IS DIFFERENT FROM THE C.D.D.  Our Homeowner Association is not a government entity, but is a corporation not for profit organized under chapter 617, Florida Statutes.   While the C.D.D. is organized to tax for building and maintaining physical facilities, the Homeowners' Association is organized primarily to carry out the Master Declaration of Covenants, Conditions, Restrictions and Easements of Lake St. Charles, (the Declaration of Covenants).  Go to Index of Florida Statutes.

In other words, the C.D.D. builds and maintains common physical facilities for the land and the Homeowners' Association enforces the Declaration of Covenants which sets standards for how owners may use their land.  For example, if you wanted to convert your house into a four-story commercial helicopter service with the top floor serving as a heliport for taking tourists on night-time aerial tours, the HOA would ask you to stop because such a use would violate the Declaration of Covenants.
