MEETINGS OF CDD and HOA

CDD Meetings

Click here to learn the difference between the CDD (Community Development District) and the HOA (Home Owners' Association),
we don't want you to have a concern and show up at the wrong meeting.

The LSC CDD board meets two times a month, the first and third Tuesday at 7:00 PM in the Homeowners' Clubhouse, 6801 Colonial Lake Drive, Riverview, Florida 33569-8318.  The meetings are supposed to end at 10:30 PM.

Homeowners are welcomed and encouraged to speak on all matters. The meeting setting is informal and inclusive. Board members frequently ask attending Homeowners to give advice and suggestions.  

Sometimes, when things get extra busy, the board continues its first Tuesday meeting to the second Tuesday at 7:00 PM.  This occasional meeting on the second Tuesday is primarily for the items presented by Toni Leake (District Manager), Tom Sundermeier (Property Manager), or (Office Manager).
 
Refreshments are provided by the board members. 

HOA Meetings 

The HOA meets on the second Monday of each month at 6:30 PM.  If you want to get approval to paint/fence/etc. your house, try to get all the required paperwork to Dee Ann King (contact info is below) well before the meeting so your request can be considered by the board.

The Office Manager rent the clubhouse, prepare the newsletter, and issue pool keys among a hundred other community support activities.

Clubhouse Rental: LSC residents may rent the clubhouse for private functions. $50 fee. Plus $150 refundable deposit. LSC residents may use the clubhouse without paying the rental fee if the event is noncommercial & open to LSC residents & if the event is advertised widely as a community-wide event as approved by the CDD board.

Pool Keys:  First one is free. Second $10.  Third/Lost $50

Notary Public: Free Notary Public service to LSC residents during office hours. Call the Office Manger.

Guest Passes: LSC residents who have house guests staying in the resident's home (such as on vacation, family visits) need a guest pass if their guest will not be accompanied by the LSC resident while the guest uses LSC facilities.

CDD Special Assessment & HOA Fees 
Budget & Number of Homes

$1,120 CDD Annual Assessments

HOUSES. The CDD Special Assessment for tax year 2005 is $1,120 per lot for each of 786 single family homes in the CDD. Paid in your property tax bill. 

In 2004 the CDD assessment was $1,120.

In 2003 the CDD assessment was $900. 

In 2002 the CDD assessment was $876. 

VILLAS. The CDD Special Assessment for tax year 2004 for each of the 40 the Villas is $544 for each Villa.

BUDGET. The CDD's total budget for October 1, 2005 to September 30, 2006 is about $840,000.  There are two parts to the budget.  About half of the budget is used to pay off the bonds (debt service) and the other half (approximately) is used for operations and maintenance (O&M) of all the CDD property and improvements, like landscape and pool maintenance.  The largest single O&M expenditure is about $120,000 for landscape/mowing maintenance of CDD property.  CDD 2005-2006 Budget in PDF.

The CDD expenditures on CDD landscaping and facilities helps increase the value of your home.

The LSC roads are public and maintained by Hillsborough County, not the CDD.

CDD supervisors are paid $200 per month for meeting attendance.

 

$75 HOA Annual Fees 

The HOA fees for 2005 are $75 per single family home paid in yearly statements mailed to each homeowner by the HOA in January. 

In 2004 the amount was $35.  

In 2003 the amount was $30.

The HOA budget for January 1, 2005 to December 31, 2005 is about $60,000.

The HOA board is unpaid.

Overview of the difference between the          
Lake St. Charles Community Development District (CDD)             
and the         
Lake St. Charles Master Association, Inc.           
(Homeowners' Association, HOA)          

CDD

The Lake St. Charles Community Development District (CDD) is a governmental special district under Florida Statutes chapter 190 (it is not a corporation).  

The CDD owns the land such as the lake, the trail, and the recreational areas, the Community Center (commonly called the Clubhouse), and other areas.  

The CDD borrowed money to build community facilities and structures.  This borrowing is called a bond.  LSC residents pay special assessments (like taxes) on your tax bill from the Hillsborough County Tax Collector each year to repay this loan.  

The CDD enters into contracts for landscape maintenance of the land owned by the CDD.  Residents, of course, own and must maintain all of their lots and property -- except if you live in one of the 40 Villas where a separate homeowners association (not the LSC Master Association, Inc.) provides certain maintenance in the Villas area.    

HOA

The Lake St. Charles Master Association, Inc. (called the Home Owners' Association, Inc. or the HOA) is a corporation.

DEED RESTRICTIONS. Lake St. Charles is a deed restricted community.  Deed restricted communities maintain their property values because of the appearance standards everyone agreed to follow when they purchased their property.

The HOA's primary function is to enforce the  Deed Restrictions in the Master Declaration of Covenants, Conditions, Restrictions and Easements.  

PROFESSIONAL PROPERTY MANAGEMENT.  Dee Anne King is the HOA Property Manager -- she works with the HOA board to enhance property values by the appropriate and proper administration of the HOA deed restrictions in the Master Declaration.

CHANGES TO EXTERIOR OF HOMES. You need HOA approval to make exterior changes to your property.  The HOA ensures that all property complies with the architectural standards. Contact Dee Anne King to get an application to make changes:

Watering Restrictions

All irrigation must be accomplished prior to 8:00 a.m. or after 6:00 p.m. Any one zone of a property may only be watered once during the allowable day, NOT both in the morning and again in the evening. The permitted days for watering are as follows:

 

Addresses ending in 0 or 1 Monday
Addresses ending in 2 or 3 Tuesday
Addresses ending in 4 or 5 Wednesday
Addresses ending in 6 or 7 Thursday
Addresses ending in 8 or 9, locations with no address (common areas, entry areas), and locations with mixed addresses (office complexes, shopping centers) Friday

 


Irrigation of new lawns and landscaping is restricted as follows. During the initial thirty (30) days, new lawns and landscaping may be watered any day, but not between the hours of 8:00 am to 6:00 pm. Following the initial 30-day period, irrigation of new lawns and landscaping may occur on alternating days for an additional thirty (30) days, with even-numbered addresses on even-numbered dates, and odd-numbered addresses on odd-numbered dates. Following this period all lawns and landscaping are considered established, and must follow the restrictions outlined above.
 

Hand Watering:

Hand watering of plant material other than lawns and grass is not subject to day and time of day restrictions. However, such use may not be wasteful and unnecessary. Hand watering of lawns and grass may only occur during the designated day and time for irrigation of established lawns and landscaping at that address. A hose-end sprinkler placed in the yard is not considered hand watering and is subject to the same restrictions as an in-ground sprinkler system.

Trash Pickup

Pick up is Monday and Thursday.  You are charged through your county taxes.  

Seniors (65 or older) can get a 25% (about $20) discount on the disposal portion of the bill by calling the County at 272-5680.
