Overview of the difference between the
Lake St. Charles Community Development District (CDD)
and the
Lake St. Charles Master Association, Inc.
(Homeowners' Association, HOA)
CDD
The Lake St. Charles Community Development
District (CDD) is a governmental special district under Florida
Statutes chapter 190 (it is not a corporation).
The CDD owns the land such as the lake, the trail, and the
recreational areas, the Community Center (commonly called the Clubhouse), and other areas.
The CDD borrowed money to build community facilities and
structures. This borrowing is called a bond. LSC residents pay
special assessments (like taxes) on your tax bill from the Hillsborough
County Tax Collector each year to repay this loan.
The CDD enters into contracts for landscape maintenance of the land
owned by the CDD. Residents, of course, own and must maintain all of
their lots and property -- except if you live in one of the 40 Villas
where a separate homeowners association (not the LSC Master Association,
Inc.) provides certain maintenance in the Villas area.
HOA
The Lake St. Charles Master Association, Inc. (called the Home Owners' Association, Inc. or the HOA) is a corporation.
DEED RESTRICTIONS. Lake St. Charles is a deed restricted
community. Deed restricted communities maintain their property
values because of the appearance standards everyone agreed to follow when
they purchased their property.
PROFESSIONAL PROPERTY MANAGEMENT. Dee Anne King is the HOA Property Manager -- she works with the HOA board
to enhance property values by the appropriate and proper administration of
the HOA deed restrictions in the Master Declaration.
CHANGES TO EXTERIOR OF HOMES. You need HOA approval to make exterior changes to your property. The
HOA ensures that all property complies with the architectural standards.

NO HOA PROPERTY OR MAINTENANCE. The HOA owns no land and provides no
property maintenance. The HOA does not own the clubhouse -- that
is owned by the CDD.

Irrigation of new lawns and landscaping is restricted as
follows. During the initial thirty (30) days, new lawns and
landscaping may be watered any day, but not between the hours of
8:00 am to 6:00 pm. Following the initial 30-day period,
irrigation of new lawns and landscaping may occur on alternating
days for an additional thirty (30) days, with even-numbered
addresses on even-numbered dates, and odd-numbered addresses on
odd-numbered dates. Following this period all lawns and
landscaping are considered established, and must follow the
restrictions outlined above.
Hand Watering:
Hand watering of plant material other than lawns and grass is
not subject to day and time of day restrictions. However, such
use may not be wasteful and unnecessary. Hand watering of lawns
and grass may only occur during the designated day and time for
irrigation of established lawns and landscaping at that address.
A hose-end sprinkler placed in the yard is not considered hand
watering and is subject to the same restrictions as an in-ground
sprinkler system.

Pick
up is Monday and Thursday. You are charged through your county taxes.
Seniors
(65 or older) can get a 25% (about $20) discount on the disposal portion
of the bill by calling the County at 272-5680.
